Fort Smith city directors listed construction of Interstate 49 around the city as their top priority for funding from a proposed federal economic stimulus plan.
City directors Tuesday prioritized a list of public works projects to present to Arkansas' congressional delegation for funding consideration as part of President-elect Barack Obama's economic stimulus plan.
City Administrator Dennis Kelly said he hoped all seven city directors would travel to Washington, D.C., in early February to meet with members of the delegation to push for the city's projects. He said he believed the congressmen would consider requests more seriously if elected officials meet them face to face.
"I want seven salesmen, hopefully, going over there," Kelly said.
Deputy City Administrator Ray Gosack said the I-49 project was listed as top priority even though construction is not ready to begin. City directors wanted to impress upon Arkansas' delegation the importance of completing the interstate for western Arkansas. The project also would generate about 200 jobs during construction.
Gosack said the I-49 project would have a better chance of being funded if included in Congress' five-year transportation bill.
The proposal calls for completing Interstate 49 from Interstate 40 south to U.S. 71 south of Fort Smith. The estimated $361 million project would include about $200 million for construction of a bridge over the Arkansas River, Gosack said. Much of the earth work for the interstate has been completed through Chaffee Crossing.
Fort Smith officials compiled the list of infrastructure projects that would be ready to begin construction in 120 days. Most are water projects, Gosack said, because the city has no funding source for improvements other than revenue from water and sewer rates. Local road projects, he said, are funded with sales tax revenue.
The top two water projects include improvements to the Lake Fort Smith water treatment plant and construction of a 4 million-gallon well storage structure with a cost estimate of $4.4 million and expansion of the backwash lagoon estimated at $3.5 million.
The two projects would create 63 jobs, according to information released by the city.
The other road project in the top five of the priority list is construction of 1,500 feet of Chad Colley Boulevard at Chaffee Crossing with a construction estimate of $1.5 million. Extension of the road is an incentive the city held out to two companies that committed last summer to building large plants at Chaffee Crossing.
City officials listed 22 projects in all with a total price tag of $422.96 million.
The projects have been separated into four categories: Parks at $616,000, street and drainage projects at $401.274 million, utility projects at $20.72 million and transit projects at $350,000.
Among the projects are $3.4 million for neighborhood water system and fire protection improvements, a 30-inch water transmission line on Midland Boulevard for $3.57 million, drainage improvements for Mill, May Branch and Sunnymede creeks for $42.8 million, development of four new neighborhood parks for $426,000, and $150,000 toward construction of a bus transfer station at 200 Wheeler Ave. and $200,000 for placement of 30 bus stop shelters.
